Anyone work for a retailer that re-fills ink cartridges?

I'm curious about how different the ink for an HP #21 and an HP #54 cartridge are. I was told by a retailer that he didn't have the ink to fill a #54 cartridge, but he does refill the #21.

I have a 4100 series printer (not my choice) that can use both types of black ink cartridge. Nobody in western Milwaukee refills the #54's but they do refill the #21's.

The difference? The #21 only prints about 120 pages. The #54 does nearly 500. Consequently the cost and inconvenience of using #21 cartridges is considerable. Unfortunately the #54's seem only to be available through the HP online store.

I can understand that viscosity and drying times for ink might be different between printers, but why would ink be of different composition for different cartridges that are used on the same model printer?
