The only way a party should be allowed to exercise power is in the context of other parties in a ruling coalition. Ideally, even such a construct can be overruled by the people through referendums and initiatives, assuming the people are allowed to exercise that kind of democratic power. A system of proportional representation augmented by formal mechanisms allowing the people to counter the legislature or remove legislators or even pass laws bypassing the legislature would be a system I prefer.
