First give him the money for the war in a bill. Then add the amendments About medical care for the children,he just vetoed Extended rest between Iraq deployments And a time table to draw the troops our of Iraq.
And send no other bill with this money thing except this one. Over and over and over again. If he wants the money he will have to sign it and signing statements won't do, because he would have not control over the money to be used for these other things.
That will fix him. He'll then be the one who is not funding our troops.
