To break up the A.Q. Kahn network, allow A.Q. Kahn to go to other countries such as Syria and provide them with nukes, so that...

they could use it as an excuse to further their PNAC plan of reshaping the middle east (through WAR and a new NUCLEAR ARMS RACE) in the most volatile and sensitive region of the world.

"See? Syria is trying to get nukes too! Now we have to go after Iran AND Syria!" This is the ultimate outcome. It was their game all along. And they had to use A.Q. Kahn to accomplish it.

Bushco - spreading instability, war, and mayhem everywhere possible. What a legacy!
