It is very similar to the problem of hate crimes, which many people think should be handled somewhat differently than an ordinary crime. Terrorism is directed against communities.

If one argues with a guy and punches him, it's assault. If one sees that guy coming out of a gay bar and punches him, it's slightly different. In the same way, if one leaves a pipe bomb on a doorstep of an ex-spouse or some such, it's a crime. if one leaves that bomb in the middle of city hall, it's different.
