Polish Duma. It took huge numbers of votes to pass anything, and if any one member stood and shouted "I Object", the bill in question was dropped. Members could-and did-adjourn for any and no reason, at which point everyone went home for the year. Nothing of much importance was done there for generations, till it was all swept away by the 20th Century.
