I say - when a state's elected congressional representative votes against the bill then all monies should be routed away from their congressional district and into states that supported the bill. After all - if they truly believe the funding will not stimulate the economy, they should demonstrate the strength of their convictions and show the world those monies are not necessary for their citizens economic recovery.
