Dick Thornburgh and a panel of experts look at the U.S. policy towards the terrority of Puerto Rico and argue for some form of sovereignty for the island's people. The other participants are: Juan Torruella (U.S. 1st Circuit Court of Appeals), Robert Lagomarsino (former U.S. Congressman, R-CA), and Jose Fuentes (former Attorney General of Puerto Rico). The discussion was hosted by the Center for Strategic and International Studies in Washington, DC.

Dick Thornburgh served as U.S. attorney general under President George H.W. Bush and as governor of Pennsylvania (1979-1987). He is currently serves as counsel to Kirkpatrick & Lockhart Preston Gates Ellis LLP in Washington, DC.
