There are actually several plug-in hybrid vehicles for sale already here in the U.S., but they are no-name Chinese mopeds and the press doesn't wish to acknowledge that mopeds are leading the technology revolution.

Most states permit such a thing as a 50cc moped, which usually does not require a license or insurance to operate. They permit such a thing because states don't want to have to build sidewalks and pedestrian bridges for people who can't afford cars. All 50cc mopeds are crippled by small displacement, and are dangerously slow. But, they're ridden by poor people, so nobody cares.

Most of those states also do not count electric motors as part of a moped's "displacement," so the 50cc moped was among the first vehicles to receive hybrid attention, not as a fuel saving measure, but as a performance-boosting measure.
