14. Yes, "WE demanded an end, congress HAD to stop funding it."
Congress HAD to stop funding it. But they didn't WANT to stop funding it that much. So they REFORMED (in the wrong way) the 'relationship' of congress with the people and made all these cozy 'deals' about what to do once they're out the door: they are 'presented' with 'offers they can't refuse' from the corporations they served while they were being (partly) PAID by the people's taxes before.

In a word: THEY DON'T CARE NOW IF we DEMAND ANYTHING OR SHOW THEM THE DOOR, because either way, THEIR personal FORTUNES will become ASSURED.

K & R anyway, even if hope is gone fishing (for now).
