It appears that the September 5, 2007 Luntz panel was commenting on the September 5, 2007 New Hampshire Republican debate, so the issue of different states may not be accurate.
This is still a powerful indictment of the staged propaganda put out by Fox, Luntz, et al on a daily basis.
It appears that "Chuck" may have been initially exposed by a Paulite by the name of Chris Brunner (apparently the Youtube poster "Check86"), who was inspired by the experience of another Paulite, Jane Aitken, who was sitting in the back of the original 9-5-07 focus group at the Merrimack Restaurant in Manchester, NH, near "Chuck", until Luntz had "Chuck" come up to the front to televise his pro-McCain comments.
Here's an excerpt of Ms Aitken's comments:
"You will see this 'Chuck' character who was originally sitting with ME in the back UNTIL LUNTZ PUT HIM UP FRONT WHEN HE STARTED DEFENDING MCCAIN WHO WAS LUNTZ'S CHOICE FOR WINNER THAT NIGHT. When he says there is nothing wrong with McCain, that's my head just above his, (dark hair) showing my disgust. I had already expressed the opinion that McCain was mentally unstable WHICH I DID NOT FEEL BADLY ABOUT SINCE LUNTZ TOOK EVERY OPPORTUNITY TO SHOOT DOWN RON PAUL. Chuck admitted to me that he PARTICPATES IN THESE GROUPS ALL THE TIME."

http://www.dailypaul.com/node/22221So it looks like the charge of misrepresenting "Chuck" to come from 2 different states is not substantiated, but it appears that these 2 "focus groups" are far from the only ones he has participated in, as he does it "all the time", and that this Frank Luntz REGULAR, was then hand picked to be featured on Luntz's Fox "News" report.
For Luntz or Fox to make any claim that his focus groups are anything other than staged propaganda appears preposterous.
He does a great job of acting "undecided" touting McCain in one & Romney in the next.
It would be nice for someone to find out who this stooge "Chuck" actually is, what ties he has to the Republican propaganda machine, and his past history.
A little more solid data on this (semi- or fully-?)professional "undecided focus grouper" propaganda actor might be enlightening.

So maybe Luntz's propaganda is not as nefarious as first impression. (Perhaps Luntz just likes to stick with his frequent fliers.)
