26. How did it happen that the INS failed to pick up the two hijackers
the CIA had identified as linked to Al Qaeda and put on the terrorist watch list on August 23, 2001? What was the INS doing during those three weeks, picking up dangerous fruit-pickers and getting them back to Mexico where they belonged?
