3. Now Why Would Abramoff Be Stopped From Outing Dems & Rove?
If there are 6 to 8 Democratic Senators who are corrupt according to Abramoff, it would stand to reason that there are at least that many Republican Senators who would fall in that same category.

So the senator question is a standoff.

However, why would Abramoff be prevented from giving more information about Rove's involvement?

One theory is that Rove avoided public indictment in the Plame matter by agreeing to cooperate with the investigation, and that included 'throwing Cheney under the bus' to save his sorry behind. Of course that agreement would not affect any other ongoing investigation of other matters that might net Rove. Allowing Rove to remain in the WH puts him in a position to eventually be called as a witness in any federal investigation, and he would have to testify truthfully about everything he knows to maintain the benefits of the agreement he entered into in the Plame investigation.

If I were the prosecutor, I would want Rove to be present in the WH listening and observing everything going on so that I could call him to testify later as a human tape recorder documenting further wrongful activity in the WH.
