I've long wondered why such a thing doesn't exist. Innoculate little girls or boys (depending on which way the science goes), so that their bodies are incapable of generating babies without an external aid. Make pregnancy an "opt in" experience. Instead of taking a pill to AVOID getting pregnant, you would take a pill to temporarily fire up the equipment so you COULD get pregnant.

Unintentional pregnancies would drop to near-zero, teen pregnacy would vanish, and world populations would rapidly stabilize.
