Our quirky primary voting laws here in Florida mean that Florida has closed primaries, unless the only people running are all in one party. If that is the case, then anyone can vote in the primary. In order to avoid outside voters participating in their primaries, if a candidate faces only competition within the primary but would run unopposed in the general, the party will often get someone to run as a write-in candidate. That way, the primary remains closed.
