He has asked for a restructuring of the military, not wanting money spent on wasteful contracts that line the pockets of certain Senators.

On Afghanistan, you cite being upset over the # of troops going over there. During the campaign, Obama consistently said we ignored Afghanistan to our detriment. You may not like his decision but it fits in with his overall ideas during the campaign.

I do agree that on the military tribunals he backed off. But the congress does not want to give him money to close Gitmo unless we know where those prisoners will go. He needs to get their cases processesed quickly. A small amount of simple cases will go to the tribunals. The major cases are going to the courts.
