114. The point is the same with Gitmo. It wouldn't function as propaganda or

political leverage if Gitmo's existence was secret.

The whole point of Gitmo is to demonstrate to the
world that the US military is above international
law.

Same for the alleged MIA/POWs. It would serve the
Vietnamese no political purpose to keep secret prisoners.
