The Republicans would have been able to convince enough Americans that this proved Democrats were weak on security, no matter what Gore had done. Their whole mantra revolves around playing on fear, and that would have done the trick regardless of how things were working out elsewhere, regardless of how much better Gore would have dealt with the tragedy and its aftermath. They'd have run a terrifying uber-hawk up in '04 and I believe there's a very real chance that Gore would've ended up being one of the very best Presidents to ever lose his re-election campaign.
