3. The answer to your question is there needs to be the appearance of democracy

to keep the people from objecting to being ignored. So long as the people and the central committee are on the same page things go along swimmingly.

But there needs a way to "protect the Party" from its own popular support when the base departs from the 'wise' path known to the party insiders.
