Those are the relative amounts that the two campaigns spent in PA. I'm saying that Obama was able to spend more than Clinton because he had better financial resources, because he has broader support than Clinton. Obama is not some independently super-rich candidate funding his own campaign - a la Mitt Romney. Obama's money represents the huge mass of people with whom he has connected, and whom he has inspired. I don't know what portion of his campaign chest (which, by the way, is the largest in history) was donated by Pennsylvanians specifically.
