The government has been proven to be falsifying and fudging about so many things that the thought they would be lying about HIV wouldn't be that far a jump for people who don't study medical science closely.
I would make the case that the people that feel a need of making a red herring out of someone being wrong tells more about those people than the person that was mistaken
