Yes, one would get that impression. However, absent a direct statement, many people will not be impressed. Most of the time when politicians avoid making direct statements about something there's a good reason.

I'm not saying Kerry will just make it seem as if he'd transfer the contracting process to the UN, and then not do so... I'm just saying that in an era when politicians routinely say one thing and do another, it would not be completely unforseeable for anyone in the electorate to have that impression.
