Poppy's bitter defeat at the hands of a Democratic upstart from Arkansas, brought on the Impeachment crisis. That was the Revenge tactic the Bushes so thoughtfully and thoroughly used to unsuccessfully remove a sitting president. They had also planned to remove Gore simultaneously elevating Gingrich as next in line replacing Clinton, as the next president.. Then Gingrich would have appointed BushI as VP and later on resigned giving BushI the presidency, accession by default.

The way I see it..The Clintons never gave up. They fought the Republicans tooth and nail because they knew what we know now. Impeaching Bill Clinton was done as a means to an end, as an act of REVENGE because BushI lost the election to Bill Clinton!
