14. it's a traditional figure of speech--
If you ask people "when did you stop beating your wife?" you are trying to place them in a no-win position. If they say, "last year" then they have admitted they did beat her previously. If they say, "never did that", you hope others will hear that as "they're still doing it" or at least will associate wife beating with them regardless of the facts. The poster is just drawing an analogy to Ricky's ridiculous "you're aiding the terrorists" smear.
