on the appointment of special prosecutor in the last couple weeks and posted it at DU. Unfortunately I'd don't have search capabilities as I can't yet donate. That would show the procedure and explain who could call for it and the AG regulations governing that appointment.

The procedure REQUIRES such appointment whether he likes it or not if three criterion are met, the first being probable cause that the USC has been violated. The other two are demonstrating the AG as part of the Admin a special council is required. It's too bad I lost it as it would be fitting here and I don't have the couple hours available right now to repeat it. I had done it around the election fraud issues.
