Yes, it elects Republican governors, but true liberals aren't zealots who will choose an abysmal Democratic candidate over a passable Republican. It's a Yankee thing. Yankees have an ingrained social contract that is very strong. Besides, Mass voters know the governor's seat is local. Control of the legislature and the Congressional bloc is far more important to them.

The western liberal states are far more libertarian in their liberalism WA and OR are fairly liberal, but CA really isn't --- it's got S.F., the most liberal metropolitan area in the country, but statewide it really isn't that liberal. The other major metropolitan areas skew conservative, although there are pockets of liberal thinking throughout the state. Again, it's western libertarian liberalism for the most part.
