26. The key word of this article is "Fund-Raising Letter" and "Asia's Turn"
Seriously, if dumbass Jesse actually knew just a single iota about the United Nations, he'd know that the position for Secretary General rotates by regions and the next Secretary General will come from Asia.

Last I checked, Bill Clinton is a citizen of the United States and I'm sure there are several qualifed candidates from Asia who will take over this position.

Jesse is smart enough to know that Clinton is not qualified to be selected as the next UN S-G but knows that the folks who support idiots like Jesse Helms are also dumb enough to donate money to any cause that is anti-clinton.

The 2 most important sections of that Yahoo Story:

CHARLOTTE, N.C - They may both be out of office, but Bill Clinton (news - web sites) remains the ultimate boogeyman for former Sen. Jesse Helms. In a fund-raising a letter for his senatorial library, Helms invokes the specter of the former president leading the United Nations (news - web sites) after Kofi Annan (news - web sites) retires next year.

AND

Based on unofficial rules governing selection of U.N secretaries-general, Clinton seems an unlikely candidate. Selection of the secretary-general rotates by region; it is Asia's turn to choose the next U.N. leader and there are already several announced Asian candidates.
