It seems that Oswald's fingerprints were all over the CIA. Wilcott's testimony, as well as other information that the HSCA must have been aware (including the Mexico City escapade that you discuss above), makes it evident that the HSCA was well aware of this. Yet, despite the fact that they had to conclude that a conspiracy (more than one shooter) was involved, they refused to implicate the CIA or even cast suspicion their way. I think that says more about the power of the CIA than anything else. There would have been hell to pay had that connected the dots to the CIA.
