7. "To arms".
That is the meaning of the word alarm.

Alarm + good doors & locks + firearm = effective home defense.

Alarm + nothing = well a call to arms without arms isn't that effective.

"It's another thing to pack a Glock or other 9mm in non-threatening situations...or even laying around the house."
Although violent crime is at a 30yr low there were 1,318,398 violent crimes (per FBI) last year. They didn't all occur "in dangerous neighborhoods". Even if they were what about people living in dangerous neighborhoods?

"If someone is determined to attack or assail, they're going to have the upper hand from the get-go."
A false statement. Only roughly 1/3 of buglaries involve a weapon of any kind. Only about 48% of robberies and 22% of assaults involve a firearm.

"Witnesses on Saturday report that there were people in the crowd who were carrying yet none were able to stop the assailant from getting off 30 shots."
Basing policy or even personal decisions on a single event is useless. People have died from wearing seatbelts thus seatbelts are always useless right? There was no-one in the crowd that was carrying. Someone in a nearby store was, and when he heard gunfire he ran to the attack. Upon arriving the suspect and two victims were grappling so he aided the physical struggle.
