You have to use the phrase "well-regulated" in the context of the period in which it was written. If you do your homework, you will find that to regulate something was to improve it's functioning. Case in point-I dabbled at one time with piano tuning. One of the books I checked out from the library was titled, "The Well-regulated Piano." I don't think this was discussing government regulation.

for more proof, here is a quote from a website on piano tuning:

"Before deciding if a new piano needs voicing, make sure it is well-tuned and well-regulated. Then, play a wide variety of music on it. Most voicing procedures are long-lasting, so give yourself some time to explore the sound of a new instrument before deciding to change it."
