Annoying habit: chuckling or giggling no matter what is said!

Do you know anyone who does this?? No matter what you say, how serious it is, how pissed off you are about something, or worried about something, this person's immediate response is a chuckle or giggle??? And then you say, "No, I am SERIOUS!!!!", as if to say, WTF is so funny about (what I said)??????? Is it that these people can't think of a suitable verbal response, or do they not even realize what they are doing??? There are people, good friends, whom I avoid more and more, because their chuckling habit annoys the _______ out of me!!

Anyone else who can not stand this???? (Yes, I know it's trivial, but still.....)
