The "speed limit" has nothing to do with "safety".
The simple fact of the manner is that most people don't know how to drive "safely". Defensively. The Mini-Van with mom driving, talking on the cell phone, full of kids, is the most dangerous vehicle on the road.
My favorite "no-ticket" story....I'm driving on a Nevada Highway. Clocking at about 120+...out of no where 2 State Patrol cars are right on my ass...thinking..."oh shit"...but they just go around me...and one "waves at me". Weird. Nevada is a great state to "open up" a car. Wide shoulder....people will pull over on the shoulder when you come up on them.
