See, <Saddam is a SPIDER sitting in the middle of a web of terrorists whom he controls>

So <we've captured/taken out a MAJOR terrorist controller>

This is part of the implicit message to everyone by emphasizing the word SPIDER.

Also most people dislike spiders.

But, on the other hand, in mid-western folklore....

....if you kill a spider, it will rain

So there's some negative (for bushco) in the emphasis that we've taken out the spider.
