Are people in the Bush admin glad there is resistance in Iraq?

The resistance keeps the military there longer, assuring more profits for US corporations, and keeps people in the US in fear, which we know helps repugs get elected (worked in 2002). I know they don't want Bush's ratings to fall; but do they really want all-out peace in Iraq before US corporations take control of the resources and markets?
