And it can only be created with a united front.

I don't think Bush is that vulnerable yet. Once a few building blocks are put in place (Brown, Chertoff), then Bush's vulnerability increases by orders of magnitude. His defenders will have a much harder time deflecting blame if Bush admits de facto blame by firing Brown.
