55. I don't believe any president should have the authority
That the IWR gave to Bush. You can nuance it all you want, but Congress abdicated its responsibility. If they were itching for a war, then they should have formally declared one, period. I don't like giving the Executive branch so much latitude. This Congress, Republicans and Democrats alike, and repeatedly rolled over to the Executive Branch, continually abdicating their oversight responsibilities. That is not a good thing, no matter who is in the White House.
