The current issue of Mother Jones has an article how Rumsfeld and Cheney were partners in crime in the Nixon administration in the Office of Economic Opportunity which was to administer -get this- 'The War on Poverty' ! Of course at that time circa 1971 they outflanked the career civil service people there with -get this- hiring PRIVATE CONTRACTORS to do consulting and make decisions. It was a boondoogle of their making then, it is a boondoogle of their making now.
