They needed to be sure the plane went all the way in. Why would anyone be punching buttons while in the process of deliberately flying into a building anyway? If one could see the door on the main landing gear, you should be able to see the wheel trucks. Where were the wheels?
The missile exploding inside would make sure the jet fuel would ignite. It doesn't take a big missle for that. Fires from crashing jets are not a sure thing.
