There are operatives in our government and military who actually do think this way. It is an extreme version of "manufacturing consent". Some have called such events "psychic drivers" because they are used to drive social consciousness in a desired direction. There is evidence that Pearl Harbor was such an event. It was a set up and the Japanese took the bait.
