I think MIHOP would require too many people in the loop, and I can't believe not even one would not get cold feet and snitch.

LIHOP is possible (requiring many fewer people in the loop), but the evidence is incomplete. I don't think that just because a partly filled in puzzle suggests it that we are entitled to get a bunch of Magic Markers and use our imaginations to fill in the rest.

There is solid, complete evidence of LIHTI--necessary investigations were blocked due to the Bush family business links to the Saudis. See Craig Unger's House of Bush, House of Saud. Very, very cautious, and all the more damning for it.
