Say what we will about Bush, a number of things that happened were not his fault and Gore could not have stopped them. 9/11, for instance. Gore could not have prevented that. If Clarke is to be trusted, no steps could have been taken starting in January 2000 that would have been likely to prevent 9/11. Also, since the recession was getting underway by the time Clinton left office, that's probably also not something Gore could have prevented... even if we don't consider the fact that presidents have next to no control over the economy. I'm also not entirely sure how Al Gore would prevent Mad Cow...
