I think Joe Biden just can't bring himself to believe that Bush is as bad as Bush is.
A lot of people have that problem. They simply can't imagine that anyone could possibly let American citizens be killed for any reason.
It's sad and hard, but whether we like to admit it or not, there really are monsters. We didn't get rid of the last of them when Hitler, Stalin and Pol Pot died, and the monsters aren't always from some other country.
The only other possibility would be that Bush is incredibly stupid and totally incompetent. That's a real possibility too, but now that the information has come out about his single-minded focus on Iraq even before 9/11, I don't think stupidity is an excuse any more.
