20. Ummm, sort of.
He mostly had the help of Enron defrauding the state of >20 Billion $. Do YOU remember the rolling blackouts? His choices were: A) Pay exhorbitant energy contracts mortally wounding the state's fiscal heatlth, or B) let hospitals and schools all over the state suddenly go dark. He chose B. I probably would have done the same thing. If you recall, when he complained the the FERC, they laughed at him and the state. After all, Kenny Who and The Invisible Dick and friends didn't want to interrupt their duck hunt, or circle jerk, or whatever. I'm still too pissed off to type the rest, but there is much more.
