Voting system among county finalists blasted in study

An electronic voting system the Hamilton County Board of Elections is considering as a replacement to punch-card ballots is susceptible to fraud, computer security experts warned in a study released Thursday.
The Johns Hopkins University study found "significant security flaws" with the system designed by Diebold Election Systems. The study said the system was vulnerable to unscrupulous voters and to "insiders such as poll workers, software developers and even janitors," who could cast multiple votes without a trace.

Diebold, founded in Cincinnati and now based in North Canton, Ohio, is one of four vendors demonstrating voting machines to the Hamilton County Board of Elections this month and next as the board decides on an electronic voting system. Federal mandates call for punch-card systems to be replaced before the 2004 presidential election.

The board will look at the Diebold AccuVote TS system, the same system criticized in the report, Aug 7. Director of Elections Julie A. Stautberg said she learned of the Johns Hopkins study Friday morning, but that she believed the board would want to see the system despite the negative publicity.
