What exactly does it mean for Bush* to say he accepts responsibility?

People are being indicted over lack of or failed efforts. People are dead because of unusually slow response from Federal Government and Bush* says he accepts Responsibility. What happens to people who are Responsible for people's deaths? What is goiung to happen to Bush*. Just another empty catch phrase, a political soundbite. If he is responsible then he needs to pay a price.....
