I heard this story second hand from one of the special ops guys that was in Tora Bora. He said he was part of small unit that was trying to hunt down bin Laden. They had finally found him and had him surrounded and were ready to go in for the kill. Just when they were ready to start the final phase of the operation, their higher ups showed up on the scene and took over. They were told to back off because the higher ups and their folks were taking over the operation. Then the helicopters were brought in and Osama got a free ride out. Needless to say the special ops guys were less than pleased.
(I was told this story months before Sy Hersh published his story.)
