his resignation letter and the letter of pardon for him that he drafted for the president last night.

Seriously, I know your point. One of my friends thinks W. has no concept of himself without Rove and thus can't give him up (maybe not even if the Republican leadership of the Congress approach him). So . . . I do understand your way of thinking, but I think he'll try to minimize damage to the party by ducking out the back door if he can.
