With that dynamic it is a very politically sensitive issue to halt the settlements. The PA has only limited power even in the West Bank. Hamas controls Gaza; that is indisputable. There are 1.65 million Palestinians in Gaza. There are 2.34 million Palestinians in East Jerusalem and the West Bank. There are 11 million Palestinians world-wide. You cannot make a deal with "Palestine" without addressing the issue of Hamas. They will not honor any agreement the PA makes. It is essentially a civil war. How can the PA practically claim to represent the Palestinians when it is little more than an extension of Fatah.
