Democrats: We refuse to allow you to do that.
Republicans: You must compromise! We have a MANDATE!
Democrats: How about you kill 1/4 of the kittens but none of the puppies?

Democrats: Wait...we haven't agreed on the kitten/puppy situation yet...
Republicans: What part of MANDATE don't you liberals understand?!?!?!
Democrats: Well, how about 1/2 the kittens, 1/2 the puppies and 1/4 of the rabbits...Easter is coming up so a bunch of dead bunnies just looks bad.
Republicans: MANDATE!!! Don't make us shut the government down just because you refuse to budge.
Democrats: You're not giving us much in this give and take. Ok. How about 1/2 the bunnies, 1/2 the kittens and 1/2 the puppies.

Republicans: That's it, we're tired of your refusal to compromise. We're going to shut the government down AND pass a bill to kill all puppies, kittens, bunnies, parakeets and guinea pigs. If you refuse to pass it in the Senate and the President refuses to sign it, it will become law anyways. MANDATE!!!!
