4. This is really a second rate solution
If BP was really thinking, they would pay for clean up workers to fill all the hotels along the coast, providing revenue for the hotels and restaurants, etc., for the duration of the clean up... BP ultimately is going to pay a lot anyway with this trailers scheme and using the hotels and restaurants could mitigate some of the lost business claims--at least from those hotels and areas they utilize in this way. It would certainly keep a bunch of people employed, too--the ones that are going to be laid off if those hotels and restaurants don't get any business.
